In this stimulating book Mr Sabine has written a straightforward account of the development of the British Colonial Empire and gives a vivid impression of the vast diversity of peoples, climates and countries in this unique association. He makes no attempt to minimize the problems inevitable in governing of such a widespread Empire, but he does insist on an understanding and a true valuation of the great achievements already accomplished and of that spirit of enterprise, adventure and unselfishness which inspired so many Colonial pioneers and still inspires their successors. During the last fifty years the British Government has changed it's attitude and policy in a revolutionary way and it is clear from such a document as the White Paper of 1940,that the aim of British Colonial policy is to promote self- government in the Colonies not only through the development of their political institutions but also through the advancement of their social and economic standards. Mr Noel Sabine has had,as a member of the Administrative service in Kenya, personal experience of our Colonial system and now that he is working in the Colonial Office he is able to set this practical experience against the general background and pattern of our Colonial affairs.
